To the Assessors of the town of Orleans in the county of Jefferson and state of New York
I, Russel B. Biddlecom Captain, commanding Company C in the thirty fifth segment sixteenth brigade and fourth Division of the New York State Militia hereby certify that the following named persons belong to the said Company C and they reside in the town of Orleans aforesaid.
